The U.S. Department of Agriculture (USDA) has issued a statement that although the Canadian Food Inspection Agency (CFIA) has confirmed that an older dairy cow from Alberta has tested positive for bovine spongiform encephalopathy (BSE), the USDA remains confident that measures that Canada has in place, combined with existing U.S. safeguards and additional safeguards announced as part of the USDA's BSE minimal-risk regions final rule, provide the utmost protections. 2. USA-ITA Reports USTR Rejects Second China Currency Petition

The U.S. Association of Importers of Textiles and Apparel (USA-ITA) has reported that on December 30, 2004 the U.S. Trade Representative (USTR) formally rejected a second Section 301 petition seeking an investigation of China's currency policy on the ground that it is a prohibited export subsidy. According to USA-ITA, the USTR states that such an investigation would not be effective in addressing the acts, policies, and practices covered in the petition, a response identical to the one given for an earlier petition filed in September 2004.
